The Lower Manhattan Business District forms the core of the area south of Chambers Street, including the financial district, commonly known as Wall Street, and the World Trade Center. The Lower Manhattan Business District is the fourth largest central business district in the United States, second only to Midtown Manhattan, the Loop in Chicago, and Washington, D.C. It was previously the third largest business district in the United States. The reason it dropped to fourth place was that after the September 11 attacks, the area lost 16,000,000 square feet of office floor space in the World Trade Center, which is equivalent to the total office space in Cincinnati. However, after the construction of the Freedom Tower and the new headquarters of Goldman Sachs, the area is expected to regain its third place.

Background: Richelieu was a French battleship and the lead ship of the Richelieu class. It was designed to counter the Italian Littorio class, with its sister ship Jean Bart built as an evolution of the Dunkerque class. These ships adopted a unique layout, concentrating the main artillery in two quadruple turrets located at the front of the ship. Construction of Richelieu began in 1935, and it was launched in 1939, just before the outbreak of WWII in Europe.
As the likelihood of war with Germany grew, efforts to complete the ship were expedited to prepare for service by April 1940. Richelieu was finished just days before Germany’s victory in the Battle of France in June, after which it escaped to Dakar in French West Africa to remain under French control. There, it endured multiple attacks from the British, whose goal was to either force the ship to join the Free French Navy or sink it. These included Operation Catapult in July 1940 and the Battle of Dakar in September 1940.
Richelieu was part of the fleet that liberated Singapore after Japan’s surrender in September 1945. Later, it was deployed to French Indochina as part of efforts to reassert French colonial authority. In 1967, the French Navy decided to decommission Richelieu. It was sold for scrap in 1968 and dismantled in Italy between 1968 and 1969.
